Special Election On Jan. 23, 1856, a bill was passed and signed by the Speaker of the House Delazon Smith designating the first Monday in April 1856 for a special election. Voters would decide between Albany, Sand Ridge, Brownsville and Lebanon. The county court issued an order to suspend all work at Sand Ridge. In the weeks that ensued, friends of each town, "stumped After considerable figuring and investigating, they selected a place called Sand Ridge on the homestead of Raphael Cheadle.

The exact spot selected is now occupied by the cemetery. The only house there at the time was Cheadle's dwelling which mattered not since towns were springing up everywhere. Land Donated In Albany, originally the Mon-teiths had donated land for the courthouse. So the Sand Ridge backers decided to do likewise. Cheadles was persuaded to donate a certain number of lots which would, hopefully sell for enough money to finance erection of the needed buildings.

Had the Sand Ridge "backers" won the election, the rural community a few miles southwest of Lebanon near Peterson's Butte would now be a thriving city instead of a part of the worlds largest ryegrass producing area. Linn County's first courthouse was built in 1853, according to the "History of Linn County" compiled by workers of the writers program of the Work Projects Administration in Oregon.

The octagonal building, with the attached jail, burned down in 1881. Immediately the probate court became a target for criticism because it had permitted the Provisional Government of Oregon Territory to pass an act (Jan. 11, 1851) making Albany the "county seat of justice." County Survey Agitation grew like wildfire, becoming so strong that it forced the legislature to take action. In January of 1855, they authorized the county commissioners to appoint three disin 8 p.m. at the school.
