OLYMPIA. Wash. (AP) New restrictions on the commercial catch of salmon by trollers actually will end up benefiting the industry, the Department of Fisheries insisted Friday. Defending the regulations in a suit before Thurston County Superior Court, Assistant Atty. Gen.

James Johnson said the shorter fishing seasons and the increase in the minimum fish length from 26 to 28 inches will eventually aid the trollers. By foregoing some of the coho and Chinook salmon this summer, the trollers will have a better harvest in succeeding years, he told the court. It was a new tack in the state's defense of its regulations for trollers, or commercial hook and line fishermen. Veatch, a former mayor of Klamath Falls, has been put on one-year probation after pleading no contest to a charge of unsworn falsification. Veatch entered the plea Tuesday when he appeared before Judge William Dale of Multnomah County Circuit Court in connection with a motion for a change of venue. Veatch, 57, was charged by a Klamath County grand jury last October with lying before a grand jury. He resigned his city post in November 1974. Veatch was accused of-lying under oath when he said he had no agreement with Donald Kelley, former developer of the Lynne-wood subdivision at Klamath Falls, to handle title and escrow transactions for the subdivision, and that he would not gain financially from Lynne-wood.

Woman arrested at penitentiary A Portland woman was arrested at the Oregon State Penitentiary Wednesday on a charge of supplying contraband, Oregon State Police in Salem said. Marsha Kaye Knight, 24, of 2190 West Burnside was housed in the Marion County Jail with bail set at $5,000, Marion County jail officials said.
